Some majorities and explanations
If the motives for euro bills are imposed by the ECB which determines the quantities, it is the States which choose the motives for the coins of their currency(change), with the approval - or not - of the ECB.
As an example in 2015, Belgium wanted to strike a commemorative 2 € coin for 200 years of the battle of Waterloo. In front of the violent reaction and the formal refusal of France, the ECB did not authorize this strike. The Belgians then struck a 2,5 € coin - on 2015, not circulating coin which does not thus appear in Eurocol. (See this coin : Appendices / Lumber room)
All the national series are constituted by 3 copper-colored steel coins (1, 2 and 5 ¢), 3 coins in yellow Scandinavian alloy (10,20 er 50 ¢) and 2 coins cuppro-nikel (1 and 2 €).
The series, following the broadcasting Country can have several configurations :

- ESTONIA, IRELANDE and LITHUANIA for example
- Concerning BELGIUM, LUXEMBOURG and NETHERLANDS, it is an obligation in their constitution : have on their currency, coins and tickets the effigy of their leader Grand duke, Queen or King.
